Functions of Employment Wing of the Directorate of Employment & Craftsmen Training, Assam are -


Registration of Job seekers

  • One of the primary functions of the Employment Exchanges is registration of the job seekers.
  • Employment Exchange registration is one of the services which come under the Assam Right to Public Services Act, 2012.

Notification of Vacancies:

  • As per “Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959”, all Public and Act Establishments in Private Sector (having employees 25 nos. or more) are bound to notify their vacancies to the nearest Employment Exchanges before filling it up.

Employment Market Information (EMI):

  • Employment Exchanges are involved in the collection of Employment related Market information.
  • Redemption of various Statistical Returns to Govt. of India for compilation, for assistance in the national planning process.

LIMITATION: The EMI Programme does not cover:

  • Employment in the un-organized sector.
  • Self-Employment.
  • Part time Employment.
  • Employment in defence forces.
  • Employment in household works and Non-agricultural establishment employing less than 10 workers in the private sectors.

Vocational Guidance:

  • Employment Exchanges also take up Vocational Guidance activities – Career Talks, Career Guidance, etc.

Self-Employment:

    • Employment Exchanges guide the jobseekers for various avenues in self-employment.

Main Objectives of Craftsmen Training Wing of the Directorate of Employment & Craftsmen Training, Assam are -

  • To ensure a steady flow of skilled workers in different trades for the industry.
  • To raise the quality and quantity of industrial production by systematic training of workers
  • To reduce unemployment among the educated youth by equipping them for suitable industrial employment.

Functions of Craftsmen Training Wing of the Directorate of Employment & Craftsmen Training, Assam are -

  • Admission into trades recognized by the National Council of Vocational Training (NCVT) and State Council of Vocational Training (SCVT)
  • Conduct and evaluate training programme as per NCVT norms
  • Trade Testing and Certification
  • Apprenticeship training under Apprentices Act, 1961
  • Affiliating institutes as per prescribed NCVT norms
  • Facilitating placement of ITI passouts
  • To ensure a steady flow of skilled workers in different trades for the industry
  • To raise the quality and quantity of industrial production by systematic training of workers
  • To reduce unemployment among the educated youth by equipping them for suitable industrial employment
